Add decoupled business onboarding and VA application workflow

Introduced a dedicated business guide for entity onboarding and KYC compliance verification. The core logic of this update is to completely decouple the "Business Entity Certification" workflow from the "Virtual Account (VA) Application" workflow. When businesses undergo the basic KYC verification, they are no longer forced to pre-upload specialized supporting documents that are only required during the VA application, significantly lowering the initial onboarding barrier and submission cost for secondary merchants.
[API] Submit business KYC (v2)
Introduced a brand new business KYC submission endpoint. This endpoint perfectly accommodates the new decoupled compliance workflow and removes VA-related mandatory file dependencies. Developers now only need to submit basic business qualification documents and personnel proof of address at this stage to complete the preliminary compliance entity submission.
Introduced a brand new business virtual account application endpoint. Once the business entity successfully passes the basic KYC review and obtains account opening eligibility, developers can call this endpoint and supplement the VA-specific compliance files (such as corporate resolutions, financial statements, and personal source of funds) by passing the corresponding attachment IDs, thereby formally initiating the account opening instruction.
